INTRODUCTION 
&lt;br /&gt;
Welcome to the Ultimate Dynasty Cap League, or UDCL. The mission of the UDCL is to become one of the ultimate in
&lt;br /&gt;
advanced dynasty, salary cap leagues on the internet. – The UDCL features a salary cap, auction and collegiate drafts,
&lt;br /&gt;
free agency periods and even franchise and player tags - much of which are modeled directly from the NFL. 
&lt;br /&gt;

&lt;br /&gt;

&lt;br /&gt;
Please read these rules in their entirety. If you have any questions regarding the interpretation of the rules, please
&lt;br /&gt;
contact the one of the UDCL Co-Commissioners. Finally, before you proceed please understand that on a yearly basis
&lt;br /&gt;
there are always situations that seem to fall between the cracks of documented rules. In such cases, the commissioners
&lt;br /&gt;
will make a ruling based on three fundamentals; the betterment of the league, consistency and historical precedence.
&lt;br /&gt;
Remember, all team owners are strongly encouraged to provide suggestions that may improve the league during and after
&lt;br /&gt;
the season 
&lt;br /&gt;

&lt;br /&gt;

&lt;br /&gt;

&lt;br /&gt;
I. LEAGUE GOVERNANCE 
&lt;br /&gt;
The league will be governed by three Co-Commissioners. Each Commissioner will serve in a similar capacity with Neil
&lt;br /&gt;
Parker also serving as the treasurer. The current UDCL commissioners and their collective responsibilities: 
&lt;br /&gt;
A. Neil Parker- Co-Founder / Co-Commissioner / Treasurer 
&lt;br /&gt;
B. Tony Snyder-Co-Founder / Co-Commissioner 
&lt;br /&gt;

&lt;br /&gt;
The Co-Commissioners will work together to maintain the integrity and best interests of the UDCL. 
&lt;br /&gt;

&lt;br /&gt;
Any dispute that is brought to the league will be voted on by the Commissioners for the best possible outcome. 
&lt;br /&gt;

&lt;br /&gt;
1.1. Ownership of Teams 
&lt;br /&gt;

&lt;br /&gt;
The League Commissioners will grant ownership of team franchises. The franchise will be granted at their discretion
&lt;br /&gt;
based on the application submitted by the prospective team owner and possible interview with the prospective new
&lt;br /&gt;
owner. Team owners have the right to return year-to-year without filling out a new application as long as they remain
&lt;br /&gt;
in good standing with the league. 
&lt;br /&gt;

&lt;br /&gt;
1.2. Changing of Ownership 
&lt;br /&gt;
When a new owner takes over a team previously held by another, the owner has the right to rename the team and select a
&lt;br /&gt;
new team logo (except during the middle of a season). The new owner will also keep the same players that were on the
&lt;br /&gt;
roster of the team held by the previous owner and will take over all administrative powers of the team. The draft
&lt;br /&gt;
positioning of the team under a new owner will remain the same (including future draft picks that the previous owner
&lt;br /&gt;
had traded). 
&lt;br /&gt;

&lt;br /&gt;
1.3. League Fees 
&lt;br /&gt;
Each franchise owner is required to pay the $57 league fee PRIOR to the draft. League fees are NOT refundable for ANY
&lt;br /&gt;
reason. 
&lt;br /&gt;

&lt;br /&gt;

&lt;br /&gt;
II. ROSTER COMPOSITION 
&lt;br /&gt;
2.1 Roster Limits 
&lt;br /&gt;
Active rosters must have 40 active (non-injured) players from the conclusion of the Founding Draft or the conclusion
&lt;br /&gt;
of the redraft Auction in August each year for all seasons after year 1. The owner does have the option to have 20
&lt;br /&gt;
players who eat up $480 of their cap space (or any combination), then fill out their roster with $1 players. There
&lt;br /&gt;
must be 40 active players on your roster at all times during the regular season. 
&lt;br /&gt;

&lt;br /&gt;
If you release a player and drop below the minimum of 40 players, you must submit a waiver claim during the next round
&lt;br /&gt;
of waivers. If you fail to acquire a player during the next wavier period, you will have a player added to your
&lt;br /&gt;
roster to make it adhere to league rules. 
&lt;br /&gt;

&lt;br /&gt;
2.2. Starting Line-Up Requirements 
&lt;br /&gt;
Each team will start 19 players in the following positions and amounts: 
&lt;br /&gt;
1 QB 
&lt;br /&gt;
1 RB 
&lt;br /&gt;
1 WR 
&lt;br /&gt;
1 TE 
&lt;br /&gt;
1 K 
&lt;br /&gt;
1 HC 
&lt;br /&gt;
1 Def/St 
&lt;br /&gt;
3 Offensive Flex (any combo of QB, RB, WR, TE) 
&lt;br /&gt;
2 DL 
&lt;br /&gt;
2 LB 
&lt;br /&gt;
3 DB 
&lt;br /&gt;
3 Defensive Flex (any combo of DL, LB, DB) 
&lt;br /&gt;
* (added 8/27/07) For the founding draft only, we will draft 1 DT, 1 DE, 1 Safety, and 1 Cornerback. However, when we
&lt;br /&gt;
revert to RT sports and for all subsequent draft, you will draft according the roster requirements above (2 DL, 3 DB). 
&lt;br /&gt;

&lt;br /&gt;
*The deadline for entering your starting lineup is 8:59pm Monday. However you may NOT enter a player into your
&lt;br /&gt;
starting lineup AFTER their game has started. 
&lt;br /&gt;

&lt;br /&gt;
2.3. Player Eligibility 
&lt;br /&gt;
Players may be started at any position they are started at on their NFL team. However, the players take up a roster
&lt;br /&gt;
spot based on their primary position as shown at NFL.com. They will score points on any offensive or defensive play
&lt;br /&gt;
according to our rules. 
&lt;br /&gt;
EXAMPLE: Randy Moss is listed as a WR, but he can also score points on a rushing or passing play. Devin Hester &amp;amp; Mike
&lt;br /&gt;
Vrabel (and players in similar situations) will get credit for offensive touchdowns as well. 
&lt;br /&gt;

&lt;br /&gt;
2.4. Injured Reserve 
&lt;br /&gt;
Each team has a maximum of five (&lt;img src=&quot;images/smiles/icon_cool.gif&quot; alt=&quot;Cool&quot; border=&quot;0&quot; /&gt; injured reserve slots. For a player to be put on IR he must be listed as IR by his
&lt;br /&gt;
respective team in the NFL. Any player placed on IR is out for the rest of the season and CANNOT be used until the
&lt;br /&gt;
following year. When a player is placed on IR, you will recoup all of his salary to acquire another player(s). There
&lt;br /&gt;
is no injured reserve for players who are on the NFL Injury Report. 
&lt;br /&gt;

&lt;br /&gt;
2.5 Announcing Keeper Rosters 
&lt;br /&gt;
GMs must submit the players they are keeping on or before May 1. Any player that is not kept becomes an Unrestricted
&lt;br /&gt;
Free Agent and is only available in the auction draft. 
&lt;br /&gt;

&lt;br /&gt;

&lt;br /&gt;
III. TRANSACTIONS 
&lt;br /&gt;
3.1 Free Agent Pickups During Season 
&lt;br /&gt;
Players are bid on using the blind bidding process provided by RTSports. Teams will use whatever money is left over
&lt;br /&gt;
from the $500 salary cap. This money is to be used to bid on all free agents. Once a team exhausts all of their money
&lt;br /&gt;
or runs out of salary cap room they may bid on free agents, but must release a player on their team to conform to the
&lt;br /&gt;
salary cap guidelines. RT won’t allow you to pick up players if you don’t have enough cap space, so this rule is
&lt;br /&gt;
enforced via the site. 
&lt;br /&gt;

&lt;br /&gt;
In the event of a tie bid the player will be awarded to the team that placed the bid first as per RTSports listing. 
&lt;br /&gt;

&lt;br /&gt;
All players released from the conclusion of the annual free agent auction draft thru week 16, will have their team
&lt;br /&gt;
charged a 10% cap hit and will be charged as a “salary cap adjustment”. If you release Steven Jackson for $92, you
&lt;br /&gt;
will lose $9 of from your $500 salary cap. 
&lt;br /&gt;

&lt;br /&gt;
***Added 9/13/07*** Any players released after midnight on November 3 (week 9) can not be re-acquired by the team
&lt;br /&gt;
that released him unless it is in an off-season trade with another team. In other words, you can't dump a player and
&lt;br /&gt;
reacquire him at a cheaper price yourself via the waiver wire. Players (regular free agents) acquired through week 16
&lt;br /&gt;
are eligible for off-season keepers -- just not players the same team released after November 3. 
&lt;br /&gt;

&lt;br /&gt;
3.2 Blind Bidding Schedule ***Updated 9/13/07*** 
&lt;br /&gt;
Waivers will run Tuesday, Thursday, and Saturday during the season. This gives each team 48 hours to submit waiver
&lt;br /&gt;
claimes (but only one day to actually submit on Tuesday even though you have time to decide who you may want.). All
&lt;br /&gt;
players released in the UDCL aren't available until the next waiver period. Sunday morning from 9am-1pm is the only
&lt;br /&gt;
free agency period where all players (except protected free agents) are available for $1. 
&lt;br /&gt;

&lt;br /&gt;
(Added 8/12/07) Any player released during a calendar day, will not be allowed to be picked up until the next day's
&lt;br /&gt;
waivers. IE - You can't release a player at 10:58PM before the 11PM waivers closes, then go in and submit a bid of $1
&lt;br /&gt;
to get him for next to nothing (thanks to Odie for catching this glitch which is only in effect during the August
&lt;br /&gt;
waiver wire). 
&lt;br /&gt;

&lt;br /&gt;
Player’s salaries will be determined by the bid value. 
&lt;br /&gt;

&lt;br /&gt;

&lt;br /&gt;
3.3 Trades 
&lt;br /&gt;
GMs can make trades between each other throughout the regular season until the trade deadline (by Friday at midnight
&lt;br /&gt;
of week 11 of the NFL season) and during various times of the off-season. Every player traded carries his salary with
&lt;br /&gt;
him. If a trade results in a team going over the salary cap, the commissioner will void the trade until such time as
&lt;br /&gt;
the affected teams can make room under the salary cap. 
&lt;br /&gt;

&lt;br /&gt;
Trades are proposed, accepted, and declined using the RT Sports’ software. Final Approval will be made by the
&lt;br /&gt;
commissioners (immediately in most cases). Trades will only be reversed under one of the following (4) scenarios. 
&lt;br /&gt;
Five Objections must be lodged within 24 hours for any of the below bullet points will be reviewed. 
&lt;br /&gt;
• Expected Collusion. 
&lt;br /&gt;
• Trades accepted by owners deemed to be “disengaged” by the league. 
&lt;br /&gt;
• Trades so lopsided that it may disrupt the integrity of the league. 
&lt;br /&gt;
• Trades accepted accidentally. If this occurs, a team has 10 minutes to post a message on the league message board
&lt;br /&gt;
to everyone about the mistake that occurred. 
&lt;br /&gt;
This is a dynasty leagues, so you will see the haves make trades to be even stronger in the current year while the
&lt;br /&gt;
have nots may make a move to acquire a top draft pick in the rookie draft. This is the beauty of the Dynasty League
&lt;br /&gt;
– you can’t really make a trade without hurting either your short-term or long-term outlook. DO NOT OBJECT just
&lt;br /&gt;
because you “think the trade is unfair” because you are in the regular “redraft mindset”. For example, Carson Palmer
&lt;br /&gt;
may get traded for a first round pick or Rudi Johnson may get traded for a 1st and 2nd round pick (just examples, but
&lt;br /&gt;
these trades happen). Also, there may be trades made to clear salary cap space – remember this all part of the ebb
&lt;br /&gt;
and flow of a dynasty league. 
&lt;br /&gt;

&lt;br /&gt;
3.4 Trading of Rookie Draft Picks 
&lt;br /&gt;
(cleaned up on 8/12/07) You can trade draft picks in the trade screen via RT Sports. However, the picks are behind by
&lt;br /&gt;
one year. IE, when you trade a 2007 draft pick, that pick will be used in the 2008 draft. 2008 in 2009, etc. 
&lt;br /&gt;
*** GMs may trade picks further than two seasons; however the commissioners must make special approval of these types
&lt;br /&gt;
of deals. 
&lt;br /&gt;

&lt;br /&gt;
3.4e. Trade Deadline 
&lt;br /&gt;
The deadline for all trades for the season is the Friday 11:59PM EDT PRIOR to week 11. 
&lt;br /&gt;

&lt;br /&gt;
If a GM does not return to the league next season, the replacement GM is bound to the terms of any trade made during
&lt;br /&gt;
the previous season involving future draft picks as if he had made the trade deal himself. 
&lt;br /&gt;

&lt;br /&gt;
3.5 Trade Restrictions 
&lt;br /&gt;
Trades between teams are unlimited. However, if any trades appear to be EXTREMELY one-sided or otherwise jeopardizes
&lt;br /&gt;
the integrity of the league, the Co-Commissioners will review the potential trade and decide whether or not to approve
&lt;br /&gt;
the transaction. However, more often than not the Commissioners will not act until there are five objections for one
&lt;br /&gt;
trade. 
&lt;br /&gt;
***The Commissioners may veto ANY trade that they feel violate the integrity of the league. 
&lt;br /&gt;

&lt;br /&gt;
IV. SALARY CAP 
&lt;br /&gt;
Each team has a $500 salary cap (fantasy money only) that is in effect at all times. The cap money is used for ALL
&lt;br /&gt;
situations; this includes the initial auction, in-season free agent acquisitions and off-season acquisitions during
&lt;br /&gt;
the free agent period. Teams may not bid more than would allow them to meet other roster requirements with minimum
&lt;br /&gt;
salaries. The minimum salary unit is $1, and the minimum player salary is $1. All fractions from percentage increases
&lt;br /&gt;
to salaries are rounded to the nearest whole dollar. 
&lt;br /&gt;

&lt;br /&gt;
4.1 Salary Cap Basics 
&lt;br /&gt;
On April 1 of the off-season all contracts will “rollover” to their new salary for the upcoming season. However, you
&lt;br /&gt;
will be notified in January of the impending salary for each and every player on your team so you have four months to
&lt;br /&gt;
determine who your “keepers” will be. 
&lt;br /&gt;

&lt;br /&gt;
The UDCL will treat player contracts on a year-to-year basis (similar to the NFL). Each off-season, salaries will
&lt;br /&gt;
rollover in the following increments. 
&lt;br /&gt;

&lt;br /&gt;
4.2 Offensive Salaries (Updated 8/27/07) 
&lt;br /&gt;
• ***The following is only applicable for players who are $1 or $2*** 
&lt;br /&gt;
All offensive players plus Team Defenses and Head Coaches (QB, RB, WR, TE, K, Def/ST, HC) will have a “salary base” of
&lt;br /&gt;
$3 for the first year they are kept (IE year 2) and $11 for the second year they are kept (IE year 3). After year
&lt;br /&gt;
two, the below salary increases go into effect. This rule pertains to players who are on your “final roster” (your
&lt;br /&gt;
roster at the conclusion of week 16 of the NFL season). Remember, this is a salary base – if you have a first year
&lt;br /&gt;
keeper who is over $3, he is bound to that salary (and the increase below goes into effect for the following season)
&lt;br /&gt;
and will not default back to $3. 
&lt;br /&gt;
• All other offensive players will have their salaries increase based on their previous year’s salary. All salaries
&lt;br /&gt;
will be rounded to the nearest whole dollar amount. 
&lt;br /&gt;
o Players whose salary is under $10 increases by 70% (with the exception of players who fall under the first bullet
&lt;br /&gt;
point under this topic). 
&lt;br /&gt;
o Players whose salary ranges from $11-$20 will increase by 60%. 
&lt;br /&gt;
o Players whose salary ranges from $21-$30 will increase by 50%. 
&lt;br /&gt;
o Players whose salary ranges from $31-$40 will increase by 30%. 
&lt;br /&gt;
o Players whose salary ranges from $41-$50 will increase by 28% 
&lt;br /&gt;
o Players whose salary ranges from $51-$70 will increase by 24%. 
&lt;br /&gt;
o Players whose salary ranges from $71-$90 will increase by 20%. 
&lt;br /&gt;
o Players whose salary ranges from $91-$120 will increase by 15%. 
&lt;br /&gt;
o Players whose salary ranges from $121-$140 will increase by 14%. 
&lt;br /&gt;
o Players whose salary ranges from $141-$160 will increase by 13%. 
&lt;br /&gt;
o Players whose salary ranges from $161-$180 will increase by 10%. 
&lt;br /&gt;
o Players whose salary ranges from $181-$200 will increase by 7%. 
&lt;br /&gt;
o Players whose salary ranges from $201-$220 will increase by 5%. 
&lt;br /&gt;
o Players whose salary is over $221 will increase by 4%. 
&lt;br /&gt;

&lt;br /&gt;
• Each franchise will get an excel grid that will allow you to automatically compute a players salary for the
&lt;br /&gt;
following season. 
&lt;br /&gt;

&lt;br /&gt;

&lt;br /&gt;
4.3 Defensive Salaries 
&lt;br /&gt;
• All Defensive Salaries (DL, LB, DB) will have a minimum salary of $2 (minimum salary). There are no 1st year / 2nd
&lt;br /&gt;
year keeper salary base as outlined for offensive players. 
&lt;br /&gt;
• All other defensive players (referred to as IDP’s) will have their salaries increase based on their previous year’s
&lt;br /&gt;
salary as outlined below. All salaries are rounded to the nearest whole dollar. 
&lt;br /&gt;

&lt;br /&gt;
o IDP’s whose salary is between $1-$5 will have their salary increase by 50%. (with the exception of NFL players with
&lt;br /&gt;
fewer than two years of NFL experience). 
&lt;br /&gt;
o IDP’s whose salary is between $5-$10 will have their salary increase by 40%. 
&lt;br /&gt;
o IDP’s whose salary is between $11-$15 will have their salary increase by 30%. 
&lt;br /&gt;
o IDP’s whose salary is between $16-$20 will have their salary increase by 20%. 
&lt;br /&gt;
o IDP”s whose salary is $21 or more will increase by 10%. 
&lt;br /&gt;

&lt;br /&gt;
4.4 Salaries before Protected Free Agency 
&lt;br /&gt;
As mentioned in section 4.0, each team will determine their entire list of keepers for the upcoming season by May 1. 
&lt;br /&gt;
Each franchise player will have his salary set for the next season and you do not need to worry about that player –
&lt;br /&gt;
he’s on your team through next season. However, you have the option to increase other Protected Free Agent players’
&lt;br /&gt;
salaries over their assigned salary for the upcoming season. 
&lt;br /&gt;

&lt;br /&gt;
If you are afraid that you could lose a player during “Restricted Free Agency” (see below), you can assign a player as
&lt;br /&gt;
high a salary that you see fit as long as you stay within the salary cap guidelines (You need enough cap space to
&lt;br /&gt;
draft a full roster of 40 players). Or you could just let a salary ride because you will have an option to match any
&lt;br /&gt;
offer to any of your Restricted Free Agents. 
&lt;br /&gt;

&lt;br /&gt;

&lt;br /&gt;

&lt;br /&gt;
V. KEEPERS 
&lt;br /&gt;
5.1 Types of Keepers 
&lt;br /&gt;
Each off-season, a team will submit a FULL LIST of every player you would like to keep for the upcoming season. Each
&lt;br /&gt;
player you decide to keep will have one of three designations: Franchise Player, Ultra Restricted Free Agent, and
&lt;br /&gt;
Regular Restricted Free Agent. All players except your designated Franchise Players will be available during the
&lt;br /&gt;
Restricted Free Agent Process. Players that teams choose not to protect will be Unrestricted Free Agents and will not
&lt;br /&gt;
be available until the auction draft in August. 
&lt;br /&gt;

&lt;br /&gt;
5.2 Franchise Player Designation 
&lt;br /&gt;
Each off-season, a team has the option to designate up to (5) offensive players and (5) defensive players as
&lt;br /&gt;
“Franchise Players”. These are players that are on your team for the following season and can not be acquired by
&lt;br /&gt;
another team via free agency. However, each franchise player must stay on your roster for the entire upcoming season
&lt;br /&gt;
and can not be released (IE when you “franchise” a player you are making a financial commitment to that player just
&lt;br /&gt;
like the NFL). However, a Franchise Players can be traded. 
&lt;br /&gt;
5.3 Ultra Restricted Free Agent Designation 
&lt;br /&gt;
In addition to Franchise Players, each can designate up to (3) offensive players and (3) defensive players as “Ultra
&lt;br /&gt;
Restricted Free Agents.” These are players who are not franchise players, but players you’d like compensation for if
&lt;br /&gt;
they are signed by another team during free agency. Please see the “Free Agency” section for further explanation of
&lt;br /&gt;
the compensation. 
&lt;br /&gt;

&lt;br /&gt;
5.4 Regular Protected Free Agent Designation 
&lt;br /&gt;
Players who do not fall under section 5.2 and 5.3 will be designated Regular Protected Free Agents. These players do
&lt;br /&gt;
not require compensation for signing during the Protected Free Agent process, but you will still have the right to
&lt;br /&gt;
match the highest offer the player receives. 
&lt;br /&gt;

&lt;br /&gt;
All protected free agents who are not signed by another team, will be returned to your team with the salary they had
&lt;br /&gt;
when entering Restricted Free Agency. 
&lt;br /&gt;

&lt;br /&gt;

&lt;br /&gt;
VI. ROOKIE DRAFT 
&lt;br /&gt;
6.1 Draft Day Basics 
&lt;br /&gt;
The fantasy services of NFL rookies are obtained via the Rookie Draft, which shall take place after keeper lists have
&lt;br /&gt;
been announced. The length of the draft is 3 rounds. Teams must have roster spots and salary cap room for their draft
&lt;br /&gt;
picks or they will forfeit their picks (the pick will simply be skipped). 
&lt;br /&gt;

&lt;br /&gt;
6.2 Draft Date 
&lt;br /&gt;
The annual rookie draft will take place on the 1st Saturday in June each year. 
&lt;br /&gt;

&lt;br /&gt;
6.3 Draft Pick Time Allotment 
&lt;br /&gt;
GMs will have 2 minutes to make their selection. If a selection is not made in the time allotted the pick will be
&lt;br /&gt;
skipped, but may be made up at any time there after. Teams may choose to forfeit their pick, and by doing so, waive
&lt;br /&gt;
all remaining picks. 
&lt;br /&gt;

&lt;br /&gt;
6.4 Draft Order 
&lt;br /&gt;
Draft order is constant like the NFL, not serpentine. The order is maintained in each round, so the team with the 1.1
&lt;br /&gt;
pick also has the 2.1 and 3.1 picks. The draft order for picks 11 through 16 shall be based solely on the results of
&lt;br /&gt;
the Championship Bracket, with the league champion having pick 16, and with the 11th place team having pick 11. 
&lt;br /&gt;
The order for picks 1-10 shall be based on a the previous regular season record with the team with the worst record in
&lt;br /&gt;
the league receiving the #1 overall pick in the draft. 
&lt;br /&gt;
6.5 Trading Draft Picks 
&lt;br /&gt;
Trading of draft picks and/or players is legal during the collegiate draft but only for two seasons in advance. So, if
&lt;br /&gt;
it's 2007 you may trade draft picks in 2008 and 2009, but not beyond that timeframe. Future draft choices acquired via
&lt;br /&gt;
trade do not count against the team’s current salary cap. 
&lt;br /&gt;

&lt;br /&gt;
6.6 Rookie Qualifications 
&lt;br /&gt;
Any player eligible for the NFL rookie draft qualifies as an eligible player for the rookie draft. Players undrafted
&lt;br /&gt;
are eligible as are players who have no previous experience in the NFL at any time. If you have a question about a
&lt;br /&gt;
specific player's eligibility, please present the question to the league prior to the rookie draft. Generally, any
&lt;br /&gt;
player who is eligible for the NFL draft or who is a NFL free agent with no prior experience in the league is
&lt;br /&gt;
considered eligible. 
&lt;br /&gt;

6.7 Rookie Salaries 
&lt;br /&gt;
Salaries of rookie picks are determined based off the slot they were selected in. 
&lt;br /&gt;
The first player taken is $32. Subsequent picks decrease $2 per player down to a minimum of $2 for the last pick in
&lt;br /&gt;
the 1st round of the rookie draft. Players selected in the 2nd round and are $2 and players selected in the 3rd round
&lt;br /&gt;
are $1.

VII. FREE AGENT AUCTION 
&lt;br /&gt;
7.1 Auction Basics 
&lt;br /&gt;
The Free Agent Auction draft is following the Rookie Draft and PRIOR to the start of the NFL regular season and will
&lt;br /&gt;
be held on fantasyauctinoneer.com. The Auction will last as long as teams continue to bid on players or need to
&lt;br /&gt;
fulfill roster requirements. 
&lt;br /&gt;

&lt;br /&gt;
Team owners may not cut any players during the Auction. The Auction order for nominating players is the same as the
&lt;br /&gt;
order of the Rookie Draft. The minimum bid for a player is $1. The minimum amount a bid may be increased is $1. The
&lt;br /&gt;
team nominating the player places the first bid when the player is named and it must be at least $1. If you do not
&lt;br /&gt;
have 40 players on your active roster after off-season activities , you MUST participate in this draft (and generally
&lt;br /&gt;
there will be some good players available in this draft). 
&lt;br /&gt;

&lt;br /&gt;
7.2 Roster and Salary Cap 
&lt;br /&gt;
Each team must have at least 40 players on their active roster by the end of the auction, but no more than 40 total
&lt;br /&gt;
players on their roster and must be able to fill a complete starting lineup. Each team must remain under the $500 cap
&lt;br /&gt;
at all times. 
&lt;br /&gt;

&lt;br /&gt;
VIII. FREE AGENCY 
&lt;br /&gt;
The month of June will be when Restricted Free Agency takes place. Restricted Free Agency will take place by
&lt;br /&gt;
position with a day designated for each position. All players not designated as Franchise Players or players who
&lt;br /&gt;
were released will be available for the Protected Free Agent Process. 
&lt;br /&gt;

&lt;br /&gt;
8.1 Restricted Free Agency 
&lt;br /&gt;
There will be two days assigned for each position in the UDCL. The first day will be for any GM to bid on any
&lt;br /&gt;
eligible player from that position. Bids must be in increments of at least $1. Bidding will begin at 8AM EDT and
&lt;br /&gt;
conclude on 11:59PM EDT. The last bid before 11:59PM EDT that is the highest bid will be considered the FINAL
&lt;br /&gt;
CONTRACT TENDER OFFER TO THAT PLAYER. 
&lt;br /&gt;

&lt;br /&gt;
The 2nd day will be for GM’s who’ve had players signed to a Tender offer to decide whether to match the offer to the
&lt;br /&gt;
player that is up for protected free agency. The GM has until 11:59PM EDT to decide whether to match the offer or
&lt;br /&gt;
not. 
&lt;br /&gt;

&lt;br /&gt;
If a GM decides not to match an offer, the GM who acquired the player must release a player (if necessary) to remain
&lt;br /&gt;
under the salary cap and complying with the salary cap guidelines (you must have enough cap space to fill out your
&lt;br /&gt;
roster with $1 players to reach your (40) man limit by the conclusion of the free agent auction draft). 
&lt;br /&gt;

&lt;br /&gt;
8.2 Designations For Free Agents / Compensation 
&lt;br /&gt;
As mentioned in section 5.1, players acquired during Protected Free Agency will fall under 1 of 2 categories. 
&lt;br /&gt;

&lt;br /&gt;
• ULTRA PROTECTED FREE AGENTS: Each player(s) under this designation that is signed by another team will carry a
&lt;br /&gt;
compensatory pick as outlined below. 
&lt;br /&gt;
o If the player’s initial salary entering free agency is under $30, the team that signs the player will forfeit a 3rd
&lt;br /&gt;
round pick in the upcoming rookie draft. 
&lt;br /&gt;
o If the player’s initial salary entering free agency is between $31-$60, the team that signs the player will forfeit
&lt;br /&gt;
a 2nd round pick in the upcoming rookie draft. 
&lt;br /&gt;
o If the player’s initial salary entering free agency is over $61, the team that signs the player will forfeit a 1st
&lt;br /&gt;
round pick in the upcoming rookie draft. 
&lt;br /&gt;

&lt;br /&gt;
If a team signs a pick that requires compensation under the above designations, they can not continue to pursue an
&lt;br /&gt;
ULTRA PROTECTED FREE AGENT in the same compensation level unless they have an extra pick in that round for the
&lt;br /&gt;
upcoming draft. 
&lt;br /&gt;

&lt;br /&gt;
• PROTECTED FREE AGENTS: Protected Free Agents have no compensation and can be signed by any team during the
&lt;br /&gt;
Restricted Free Agency period without compensation. However, the original team will have the right to match the
&lt;br /&gt;
highest offer to the given player. 
&lt;br /&gt;

&lt;br /&gt;
8.3 Protected Free Agent Schedule 
&lt;br /&gt;
Here is the order in which the Protected Free Agency will take place. Dates will be announced in the UDCL off-season. 
&lt;br /&gt;
• Quarterbacks

IX. RESTRICTED FREE AGENCY – (BIDDING PROCESS) 
&lt;br /&gt;
9.1 RFA Session Basics 
&lt;br /&gt;
A list of all of the upcoming RFA’s will be posted by the commissioners. ONLY PLAYERS THAT WERE ON A UDCL FRANCHISE
&lt;br /&gt;
DURING (and finished the season on a roster) THE SEASON WILL BE ELIGIBLE TO RECEIVE BIDS 
&lt;br /&gt;

&lt;br /&gt;
ALL bids for RFA’s must be placed on the UDCL Forum board (NOT the RTSports message board) under the thread labeled
&lt;br /&gt;
FREE AGENT BIDS. GMs must list: their team name, the name of the free agent, the amount of the bid, and his current
&lt;br /&gt;
NFL and UDCL teams. 
&lt;br /&gt;
(EXAMPLE OF RFA BID) 
&lt;br /&gt;
Bethel Beehive would like to place a bid on: 
&lt;br /&gt;

BID) All bids must be in at least $1 increments.

&lt;br /&gt;
9.2 RFA Bidding Process 
&lt;br /&gt;
Free agent bidding will be done in sections based on positions (to be announced by commissioners) 
&lt;br /&gt;

&lt;br /&gt;
All teams will have till 11:59PM EDT to place their bids. The last and highest bid before 11:59PM EDT will be the
&lt;br /&gt;
“Official Tender” to the player. Teams are encouraged to not wait till 11:55PM in hopes that you will “sneak” in at
&lt;br /&gt;
the end. You risk being outbid or making a bid after 11:59PM and being left out of the process for the free agent. 
&lt;br /&gt;

&lt;br /&gt;
If no other team submits a RFA offer before the end of the RFA signing period, the player returns to your roster at
&lt;br /&gt;
his salary when the Restricted Free Agency process began. 
&lt;br /&gt;

&lt;br /&gt;
X. GENERAL PLAYING RULES 
&lt;br /&gt;
10.1 Weekly Requirements 
&lt;br /&gt;
Each GM is responsible for each of the following weekly requirements: 
&lt;br /&gt;
A.) Access the site and check for trades at least three times per week. 
&lt;br /&gt;
B.) Be active and courteous to other GMs and have fun. 
&lt;br /&gt;

The playoffs are single elimination beginning week 14 and ending week 16. The top seeded remaining team always plays
&lt;br /&gt;
the lowest seeded remaining team through the playoffs. 
&lt;br /&gt;

&lt;br /&gt;
12.2 Championship Bracket 
&lt;br /&gt;
Six teams make the playoffs. The top division winners occupy the top two seeds receiving byes to the semi-final round
&lt;br /&gt;
(Week 15) while the 3rd and 4th division winner will play the two wild cards teams for the first round of the
&lt;br /&gt;
playoffs Week 14, the Wild Card round. These teams are seeded 3rd through 6th. 
&lt;br /&gt;

&lt;br /&gt;
WILD CARDS WILL BE AWARDED TO THE TEAMS WITH THE BEST REGULAR SEASON RECORDS IN EACH CONFERENCE. 
&lt;br /&gt;

&lt;br /&gt;
Winners in the championship semifinal games play for the UDCL Super Bowl. Losers in the championship semifinal games
&lt;br /&gt;
play for 3rd place. The Fantasy Bowl champion will draft last in next season's Rookie Draft while the rest of the
&lt;br /&gt;
semifinalists draft based on how far they advanced in the playoffs and then based on their regular season record
&lt;br /&gt;
accordingly. 
&lt;br /&gt;

XIV LEAGUE MESSAGE BOARD / RESPONSIBILITIES 
&lt;br /&gt;

&lt;br /&gt;
14.1 League Message Board 
&lt;br /&gt;
It is required that each GM actively post messages and maintain some sort of chatter on the league message board. It
&lt;br /&gt;
is not acceptable for you to pay your league fee and act like a hermit. There is no need to post a message every day
&lt;br /&gt;
or even every week – but just let everyone know you are alive and have a pulse. 
&lt;br /&gt;

&lt;br /&gt;
14.2 Message Board Etiquette 
&lt;br /&gt;
Under no circumstances can any owner make a personal attack of any nature toward another GM. Verbal attacks that
&lt;br /&gt;
discuss race, ethnicity, religion, politics, intellect, or another family member will be IMMEDIATELY banned from the
&lt;br /&gt;
message board for period of (7) days. The GM can then petition the Commissioners to have their message board
&lt;br /&gt;
privilege re-instated. The Commissioners will then make a ruling within 48 hours. 
&lt;br /&gt;

&lt;br /&gt;
In other words, saying “that was a dumb trade” is allowed. 
&lt;br /&gt;
Saying, “you are stupid” is not allowed. 
&lt;br /&gt;
Saying, “Pac Man Jones is a stupid jackass” is permitted. Attacks on players, coaches, and teams are permitted, but
&lt;br /&gt;
not against the league GM’s. 
&lt;br /&gt;

&lt;br /&gt;
*Special Provision: If a GM is banned and the GM who was mentioned in the verbal attack chooses not to have the GM
&lt;br /&gt;
suspended, the violating GM will be immediately reinstated. 
&lt;br /&gt;

&lt;br /&gt;
14.3 Trade Response Time 
&lt;br /&gt;
Each GM, unless they have posted they are going on vacation or on a work convention, is required to respond to trade
&lt;br /&gt;
offers within 48 hours – a “hey I got the trade and I’m considering it is suffice.” 
&lt;br /&gt;

&lt;br /&gt;
14.4 Disengaged Teams / GM’s 
&lt;br /&gt;
Since this is a dynasty league, teams are required to access the site according to the following rules. 
&lt;br /&gt;
• From May 1 – August 31: At least once a week. 
&lt;br /&gt;
• From September 1 – December 25: At least once every two days. 
&lt;br /&gt;
• From December 26 – April 30: At least once a month. 
&lt;br /&gt;

&lt;br /&gt;
Failure to do so will results in a written warning posted on the league message board to everyone. A second
&lt;br /&gt;
violation will result in immediate expulsion from the league with no refund of your league fees. 
&lt;br /&gt;

&lt;br /&gt;
* Special Provision: A GM can petition the Commissioners for a special waiver due to personal or work related
&lt;br /&gt;
matters. 
&lt;br /&gt;

&lt;br /&gt;
Starting August 1st of this year, everyone will be able to see how often teams access the site. 
&lt;br /&gt;

&lt;br /&gt;

&lt;br /&gt;
14.5 Replacing a Vacant Team 
&lt;br /&gt;
In the event a team owner dies or has been expelled from the league, the team will be replaced using a thorough
&lt;br /&gt;
application process that Rob Lee will handle. The Commissioners will vote on the best candidate to fill the open
&lt;br /&gt;
spot. League GM’s will be asked to submit a list of candidates if they have any in mind. 
&lt;br /&gt;

&lt;br /&gt;
14.6 Ejecting a GM from the league 
&lt;br /&gt;
Under a very rare and extreme situation, the Commissioners may choose to immediately remove a GM from the league
&lt;br /&gt;
without notice. This will take a unanimous decision by the three Commissioners. A situation like this would be
&lt;br /&gt;
comparable a member being a member of Al-Qaeda, threatening bodily harm toward another GM, or using extreme measures
&lt;br /&gt;
via the league message board (such as threatening other teams with computer viruses). 
&lt;br /&gt;

&lt;br /&gt;
14.7 Email 
&lt;br /&gt;
You are required to use an email address that you check at least once per day for the UDCL. 
&lt;br /&gt;

&lt;br /&gt;
14.8 Contact Information 
&lt;br /&gt;
You are required to provide your legal name, address, and telephone number to the league. 
&lt;br /&gt;

&lt;br /&gt;
14.9 Payment Information 
&lt;br /&gt;
You are required to pay your league fee of $57 by July 15 prior to the first season and by March 1 each season
&lt;br /&gt;
thereafter. 
&lt;br /&gt;

&lt;br /&gt;
***This document is final. Any changes to this document will be posted and “stuck” on the league message board for a
&lt;br /&gt;

In a surprising move, the Chicago Bears released safety Adam Archuleta, a little more than a year after they acquired him in a trade. 
&lt;br /&gt;

&lt;br /&gt;
Bears coach Lovie Smith, who developed Archuleta into a defensive star in St. Louis, called Archuleta on Tuesday and told him he would be released. For Smith, the decision was a tough one. Being a fan of Archuleta, Smith was hoping to find a way to make it work this season for the veteran safety. 
&lt;br /&gt;

&lt;br /&gt;
Craig Steltz, the Bears' fourth-round pick, looked good at the team's weekend minicamp and was the one of the main reasons for Archuleta's release. The Bears are deep at safety. Veteran free safety Mike Brown is back from injury. Safeties Brandon McGowan and Danieal Manning fit in well with the defense. Plus, the Bears also like Kevin Payne, a fifth-round pick from a year ago. 
&lt;br /&gt;

&lt;br /&gt;
That left little opportunity for Archuleta, a 30-year-old former first-round pick of the Rams. Archuleta started 10 games last year and had 61 tackles.</description>

HEMPSTEAD, N.Y. -- The New York Jets re-signed veteran cornerback Hank Poteat to a one-year deal Tuesday.
&lt;br /&gt;

&lt;br /&gt;
Poteat was an unrestricted free agent. He spent the last two seasons with the Jets and played in every game, notching a career-high 45 tackles while starting nine games. Poteat had the first two interceptions of his eight-year NFL career in consecutive games last season against Philadelphia's Donovan McNabb and Cincinnati's Carson Palmer.
&lt;br /&gt;

&lt;br /&gt;
The 30-year-old Poteat is expected to give the Jets' secondary some depth along with starter Darrelle Revis, fourth-round pick Dwight Lowery and veterans David Barrett, Justin Miller and Andre Woolfolk.
&lt;br /&gt;

&lt;br /&gt;
A third-round pick out of Pittsburgh in 2000, Poteat has also played for Tampa Bay and New England.</description>

ALAMEDA, Calif. -- The Oakland Raiders signed free-agent linebacker Edgerton Hartwell, hoping he can revive a career beset by injuries in recent seasons.
&lt;br /&gt;

&lt;br /&gt;
The 30-year-old Hartwell played only 13 games in 2005 and '06 with Atlanta because of injuries to his knee and Achilles tendon. He was cut by Cincinnati before the start of last season and sat out the entire year.
&lt;br /&gt;

&lt;br /&gt;
He signed with Oakland on Tuesday and will have a chance to compete for the starting strongside linebacker spot alongside Kirk Morrison and Thomas Howard. Robert Thomas and Sam Williams shared those duties last season. The Raiders have been looking to upgrade their run defense after allowing a league-worst 4.8 yards per carry last season.
&lt;br /&gt;

&lt;br /&gt;
The Raiders also signed quarterback Brian White of Portland State and defensive end Greyson Gunheim of Washington ahead of the rookie minicamp this weekend.</description>

  <title>Colts Sign RB Dominick Rhodes</title>

INDIANAPOLIS -- The Colts have put their tag-team runners -- Joseph Addai and Dominic Rhodes -- back together.
&lt;br /&gt;

&lt;br /&gt;
The tandem that helped Indianapolis win its first Super Bowl title has been reunited after Rhodes agreed on a one-year deal to return to the Colts. Rhodes' agent, Mike McCartney confirmed the signing Wednesday in an e-mail to The Associated Press although he did not disclose financial details.
&lt;br /&gt;

&lt;br /&gt;
The move means Indy will have two 1,000-yard runners in its backfield next season.
&lt;br /&gt;

&lt;br /&gt;
What fans will remember most about the two runners is their impressive 2006 playoff run.
&lt;br /&gt;

&lt;br /&gt;
As they split carries, Addai and Rhodes combined for 190 yards rushing in a 23-8 victory over Kansas City, closed out a 15-6 victory in Baltimore when Indy settled for five field goals and then helped wear down New England's defense in the AFC championship game. Addai scored on a 3-yard run with a minute left to give Indy a 38-34 victory over the Patriots.
&lt;br /&gt;

&lt;br /&gt;
In the Super Bowl, they were even better. Addai ran 19 times for 77 yards, while Rhodes finished with 113 yards rushing and one touchdown in a 29-17 victory over Chicago.
&lt;br /&gt;

&lt;br /&gt;
The transition should be smooth for Rhodes.
&lt;br /&gt;

&lt;br /&gt;
He spent his first six NFL seasons with the Colts, rushing for 2,274 yards. Rhodes set the league record for an undrafted rookie with 1,104 yards rushing in 2001. He also was the starter for all 16 regular-season games in 2006 before losing the job to Addai in the playoffs.
&lt;br /&gt;

&lt;br /&gt;
Then, last spring, Rhodes became a free agent and signed a two-year deal with Oakland. He was hoping for a chance to start, but after serving a four-game suspension for violating the league's substance abuse policy, his opportunities dwindled. He finished with 75 carries, 302 yards and one TD.
&lt;br /&gt;

&lt;br /&gt;
Shortly after the NFL draft, the Raiders released him.
&lt;br /&gt;

&lt;br /&gt;
The addition of Rhodes means the Colts will have added more depth to an already talented backfield.
&lt;br /&gt;

&lt;br /&gt;
Addai, the starter, topped 1,000 yards in each of his first two seasons. Indy also drafted Michigan running back Mike Hart in the sixth round and still has last year's primary backup -- Kenton Keith.
&lt;br /&gt;

&lt;br /&gt;
Keith was arrested last month, six days before the draft, after police said he refused to leave the parking lot of a nightclub. He was charged with criminal trespassing and has pleaded not guilty.
&lt;br /&gt;

&lt;br /&gt;
Rhodes also has a legal history in Indy.
&lt;br /&gt;

&lt;br /&gt;
He was pulled over by an Indiana state trooper in February 2007 for driving 81 mph in a 55-mph zone. He was originally charged with operating a vehicle while intoxicated and operating a vehicle with a blood-alcohol level above the legal limit, but later pleaded guilty to reckless driving.
&lt;br /&gt;

&lt;br /&gt;
In 2002, Rhodes was charged with domestic battery in connection with a disturbance at his home involving his child's mother, Latrina Moore. He avoided prosecution and was placed in a diversionary program and underwent mental health counseling.
&lt;br /&gt;

&lt;br /&gt;
Rhodes sat out the entire 2002 season after tearing the anterior cruciate ligament in his right knee, which occurred during training camp.</description>

That's because GM's not involved in the trade don't want other teams to improve - so, they'll gripe about what they percieve as a &quot;lopsided&quot; deal.

If this is a Dynasty style league, it's not uncommon to have a stud player traded for some future prospects; but in a re-draft league - why on earth would you trade LT for an unproven 1st year player? 
&lt;br /&gt;

&lt;br /&gt;
Good luck with it - I think you'll save yourself alot of headache's by not allowing the trades, but your GM's will probably be itching for it at some point and that could cause dis-interest.</description>

  <description>You are right but how someone view the trade is pretty much dependent upon who is doing the trade.  In any group there are going to be some who view the trade as one sided if it is someone they don't like, in direct competition with to win.  That isn't any reason not to allow trades.  While is it up to you on how you run your league I don't agree with your idea.</description>
